Come usiamo i fondi

Come usiamo i fondi

La Fondazione Bietti è stata riconosciuta istituto di ricovero e cura a carattere scientifico con decreto ministeriale del 15 febbraio 2005, successivamente confermato tempo per tempo mediante stesso provvedimento. Per l’attività di ricerca scientifica la Fondazione riceve contributi sia da enti pubblici che privati.

In ottemperanza all’art.16 comma 5 del DPCM 23/07/2020  l’ IRCCS Fondazione G.B. Bietti per lo studio e la Ricerca in Oftalmologia – ONLUS  (C.F. 07864670588) pubblica l’ammontare dei contributi del 5 per mille incassati nel corso del 2020.

Ogni anno, il Direttore Scientifico comunica al Comitato Scientifico la disponibilità del contributo del 5×1000 e avvia una procedura di consultazione tra i ricercatori delle Unità di Ricerca, invitandoli a manifestare interesse per l’accesso a tali risorse al fine di sostenere nuovi progetti di ricerca. I responsabili delle linee di ricerca interessati devono presentare le loro proposte progettuali al Direttore Scientifico. Le proposte raccolte vengono sottoposte alla valutazione del Comitato Scientifico. Al termine della valutazione, il Direttore Scientifico approva la graduatoria dei progetti e assegna le risorse disponibili in base alla posizione in graduatoria. Vengono inoltre identificati i progetti ammissibili ma non finanziabili, che potranno essere finanziati successivamente, nel rispetto dell’ordine di graduatoria, qualora si rendano disponibili ulteriori risorse finanziarie derivanti da altre entrate.

Contributi in conto esercizio

Attualmente, i contributi di natura pubblica sono erogati dal Ministero della Salute, sotto forma di contributo annuale in conto esercizio per la ricerca corrente.

Fondazione Roma, socio di maggioranza della Fondazione Bietti, eroga un contributo annuale in conto esercizio a sostegno delle attività di ricerca (90% del contributo) e a copertura dei costi di struttura (10%).

Grazie ai contributi di cui sopra, la Fondazione copre i costi delle attività correnti legati alla ricerca, quali i costi del personale, acquisto di beni e servizi, noleggi e leasing, ecc.

Studi sponsorizzati 

La Fondazione, in coerenza con la propria mission, svolge attività di sperimentazione clinica attraverso la stipula di specifici contratti con soggetti privati (Sponsor), che sotto la propria responsabilità, commissionano e/o finanziano una sperimentazione clinica.

Studi spontanei con finanziatore esterno

La Fondazione, stipula accordi con aziende del settore, interessate alla ricerca e sviluppo in ambito oftalmologico, per studi spontanei che prevedano finanziamenti a copertura dei costi del progetto.

Contributi in conto capitale  

La Fondazione può usufruire di contributi in conto capitale, finalizzati all’acquisto di strumentazioni di ultima generazione, a scopi scientifici.

I contributi in conto capitale per l’acquisto di strumentazioni scientifiche possono essere erogati  dal Ministero della Salute, mediante partecipazione ad un bando; se vincitori, il Ministero finanzia in tutto o in parte l’acquisto della strumentazione.

Anche Fondazione Roma, negli anni, ha contribuito a finanziare acquisti, fino al 90% del costo, di importanti strumentazioni scientifiche.
